Abstract
U ovom radu obrađeni su oblici neposrednog odlučivanja u izbornom sustavu. Rad započinje analizom i definiranjem izbornog sustava kao oblika političke participacije, pokazuje razvoj izbora i izbornog prava, način i postupke provođenja izbora u demokratskim sustavima. Slijedeće poglavlje prati povijesni pregled naseljavanja Hrvata na današnje prostore, jačanje nacionalne svijesti i put k osamostaljenju te razvitak samostalne Republike Hrvatske, zatim razvoj i primjenu izbornog sustava od osamostaljenja do danas. Nakon toga, razrađena je tema rada, odnosno oblici neposrednog odlučivanja i to: referendum, narodna inicijativa i pravo peticije, s osvrtom na ustavne i zakonske temelje, njihovo definiranje, načini provođenja i primjene u demokratskim državama, načini provođenja i primjene u Republici Hrvatskoj te je napravljena usporedba navedenih oblika neposrednog odlučivanja u Republici Hrvatskoj i Švicarskoj.
Abstract (english)
This paper deals with the forms of direct decision-making in the electoral system. Paper begins with the analysis and definition of electoral system as a form of political participation, shows development of elections and election law, methods and procedures of executing elections in democratic systems. Next chapter follows historic overview of settling of Croats into today’s premises, strengthening of national consciousness, the path to independence and growth of independent Republic of Croatia, development and application of electoral system from independence until today. The paper thesis is elaborated, apropos forms of direct election: referendum, citizens’ initiative and petition, with a review on constitutional and legal foundations, its definition, ways of implementation and application in democratic states, ways of implementation and application in Republic of Croatia and comparison of these forms of direct election in Republic of Croatia and Switzerland have been made
