Abstract
Interna revizija u jedinicama lokalne i područne (regionalne) samouprave, kao ključni pojam završnog rada, neovisna je i objektivna aktivnost davanja stručnog mišljenja koja pomaže korisniku proračuna u ostvarivanju ciljeva. Kako bi se ciljevi ostvarili potrebno je izraditi strateški i godišnji plan koji su temeljeni na objektivnoj procjeni rizika. Nadalje, potrebno je procijeniti sustav financijskog upravljanja te njegovu djelotvornost, kao i kontrole koje su postavljene u slučaju pojave neželjenih rizika. Revizor je osoba zadužena za ispitivanje i analiziranje dokumentacije i računovodstvenih postupaka kako bi se utvrdio istinit financijski položaj. Na temelju ispitivanja i analize, revizor daje svoje stručno mišljenje i preporuke za poboljšanje poslovanja.
Abstract (english)
Internal audit in local and regional governments, as a key concept of this graduation thesis, is an independent and objective activity that provides expert opinion and helps budget user in achieving objectives. To achieve these objectives it is necessary to develop strategic and annual plans, which are based on objective risk assessment. Furthermore, it is necessary to assess the financial management system and its effectiveness, as well as controls that are set in the case of unwanted risks. The auditor is the person in charge of testing and analyzing of documentation and accounting procedures to determine the true financial position. Based on tests and analysis, the auditor provides an expert opinion and recommendations to improve operations.
