Abstract Socijalna politika se definira kao organizirana akcija države i društva usmjerene na poticanje zapošljavanja, lakši pronalazak posla nakon završenog školskog obrazovanja, poboljšanja životnih i radnih uvjeta, poboljšanja komunikacije između radnika i uprave, davanje odgovarajuće socijalne zaštite, te razvoj ljudskih resura s ciljem postizanja trajno visoke razine zaposlenosti. Ova politika posebnu važnost daje osobama ili skupinama osoba koje su iz nekog razloga ugrožene ili osobama kojima je socijalni i ekonomski status ugrožen. Europska unija temelji se na konceptu socijalnog tržišnog gospodarstva. Jedni od važnijih ciljeva Europske unije su puna zaposlenost, socijalni napredak, socijalna uključenost, socijalna zaštita te solidarnost i socijalna kohezija. Isto tako jedan od važnijih ciljeva je ispraviti najveće nejednakosti u europskom društvu, zbog čega Europska unija osniva Europski socijalni fond 1961. s ciljem otvaranja novih radnih mjesta te radi pomoći radnicima. Europska unija također ima još nekoliko programa financiranja, a to su Europski fond za prilagodbu globalizaciji (EGF), Fond za europsku pomoć najugroženijima (FEAD), Program EU-a za zapošljavanje i socijalnu solidarnost (EaSI) koji obuhvaća PROGRESS i EURES, te Mikrofinanciranje i socijalno poduzetništvo. Europska komisija koja predstavlja neovisno izvršno tijelo Europske unije potiče nacionalne vlade država članica Europske unije na otvaranje radnih mjesta, smanjenje nejednakosti na tržištu rada, podupiranje gospodarske konkurentnosti i praćenje politika zapošljavanja u državama Europske unije.
Abstract (english) Social politics can be defined as an organized action by countries and society which aim an increase of the employment rate, easier access to employment after finished education, improved life- and labor conditions, improvement of overall communication between employed people and administration, offering adequate social protection, development of the human resources with the goal of a high, as well as longstanding employment. This kind of politics puts a strong emphasis on people or societies who are endangered or repressed because of their social or economic status. The European Union was founded on a concept of a social market economy. Some of the main goals of the European Union are full employment, social progress, social inclusion, social protection and solidarity and last but not least, social cohesion. Furthermore another main objective is to minimize imbalances within the European society. This is the reason why the European Union founded the European Social Fund in 1961 with the aim of creating more work opportunities and aiding therefore employees. The European Union has a variety of financial programs like the European Globalisation Adjustment Fund (EGF), the Fund for European Aid to the Most Deprived (FEAD), an EU Programme for Employment and Social Innovation (EaSI) including PROGRESS and EURES, microfinancing and social entrepreneurship. The European Commission embodies an independent organ of the European Union and encourages the national governments of the EU Member States to create employment, reduce labor market inequalities, promote economic competitiveness and monitor employment policies in the European Union.
