Abstract
Lokalna samouprava u svakoj državi predstavlja dio njezina političkog sustava koji u svojoj kompleksnosti, između ostalog, obuhvaća različite aspekte položaja, ustrojstva i funkcioniranja svih tijela koji u njoj imaju javne ovlasti. Kod proučavanja sustava lokalne samouprave potrebno je krenuti od ustrojstva cijelog sustava države, a potom prijeći na proučavanje ustrojstva pojedinih jedinica lokalne samouprave kao njegovih sastavnih dijelova. Današnji ustroj jedinica lokalne i regionalne samouprave utemeljen je u specifičnim društvenim, političkim i gospodarskim uvjetima. Taj okvir je danas promijenjen, a to utječe i na svrsihodno funkcioniranje ovog sustava. Svrha rada je upoznati se sa povijesnim razvojem lokalne i regionalne samouprave u Republici Hrvatskoj.
Abstract (english)
Local self-government in each state is part of its political system which, in its complexity, covers, among other things, various aspects of the position, organization and functioning of all bodies with public authority in it. When studying the system of local self-government it is necessary to start from the structure of the whole system of the state and then to study the structure of individual units of local self-government as its constituent parts. The current structure of local and regional self-government units is based on specific social, political and economic conditions. That framework has changed today, and it also affects the day-to-day functioning of this system. The purpose of the paper is to get acquainted with the historical development of local and regional self-government in the Republic of Croatia.
