The European Parliament is the representative body of EU citizens. It shares legislative power with the Commission and the Council of the EU and has the power to oversee all institutions, especially the Commission. It consists of 705 Members elected every 5 years in the Member States representing those political parties to which they belong. Under the Lisbon Treaty, the representatives of each member state are elected according to the population of each state. The various oversight and control powers allow Parliament to monitor the work of other institutions, monitor the proper use of EU budgets and ensure the proper implementation of EU law. The Lisbon Treaty has equated the European Parliament with the Council in the annual budgetary procedures, which are approaching the regular legislative procedures. The seat of Parliament is in Strasbourg, and additional sessions are held in Brussels, the General Secretariat is located in Luxembourg. Parliament has legislative, oversight and budgetary powers.
