Social policy examines social changes and mechanisms of inequality and well well-being both in people's everyday lives and in public decision decision-making. Social policy offers theoretical and practical perspectives on the functioning of society and the management of social change. In planning the National Development Strategy until 2030, the Republic of Croatia, like other European Union member states, faces the issue of achieving a highly competitive economy and a sustaina ble welfare state, while facing the challenges of globalization and demographic trends. The working group that prepared the Europe 2030 Project considers the undesirable demographic situation a major development challenge and predicts: If urgent measures a are not taken, our aging societies will put unsustainable pressure on our pension, health and social systems and undermine our economic competitiveness. Therefore, priority measures are proposed, which include increasing the share of women in the labor mark et, harmonizing work and family life, changing the concept of pension so that it is perceived as a right, and not as a right, and implementing a more active immigration policy, which should help solve demographic needs . and labor market needs. This paper emphasizes the social policy of the city of Zadar, which is focused mainly on the elderly population, protection of the standard of living, financing of associations in the field of social welfare, improvement of the quality of life of persons with disabil ities and healthcare.
