Abstract
Lokalna samouprava ima ključnu ulogu u demokratskom sustavu omogućavajući građanima aktivno sudjelovanje u upravljanju lokalnim zajednicama. No, problem teritorijalne fragmentacije izaziva značajne poteškoće u pružanju usluga i upravljanju resursima. Cilj istraživanja je istražiti načine racionalizacije jedinica lokalne samouprave u Republici Hrvatskoj. Vlada Republike Hrvatske je uvela mjere i poticaje za funkcionalno i stvarno spajanje lokalnih jedinica kako bi se prevladala teritorijalna fragmentacija. Rezultati istraživanja pokazuju interes jedinica za dobrovoljno funkcionalno spajanje, ali ne i za stvarno spajanje. Kao poboljšanje ovog modela, preporučuje se proširenje mogućnosti funkcionalnog i stvarnog spajanja i na razvijenije jedinice lokalne samouprave. Time bi se postigli opsežniji učinci u smanjenju fragmentacije, te osigurala veća učinkovitost i održivost lokalne samouprave.
Abstract (english)
Local self-government has a key role in the democratic system, enabling citizens to actively participate in the management of local communities. However, the problem of territorial fragmentation causes significant difficulties in providing services and managing resources. The goal of the research is to investigate ways of rationalizing local self-government units in the Republic of Croatia. The Government of the Republic of Croatia has introduced measures and incentives for the functional mergers and consolidation processes of local units in order to overcome territorial fragmentation. The results show the interest of the local units for the voluntary functional merger, but not in the voluntary consolidation process of actual merger. As an improvement of this model, it is recommended to extend the possibility of voluntary mergers and consolidations also to more developed local self-government units. This would achieve more extensive effects in reducing fragmentation, and ensure greater efficiency and sustainability of local self-government.
