The pension system is a key segment of the economic and social Croatian policy. The three key elements that determine it are age, incapacity/impossibility to generate income (disability) and the death of the insured person who financially takes care of the family. For the sustainability of the Croatian pension system, the reform that began with the adoption of the Law on Pension Insurance from 1998 was significant, and was implemented in two parts. The first part of the reform started in January 1999 and defined a new way of pension insurance, which is divided into three parts (the so-called first pillar, or compulsory pension insurance based on generational solidarity, second pillar, i.e. compulsory pension insurance, but unlike the first pillar , which is based on individual capitalized savings and third pillar, that includes voluntary pension insurance based on personal capitalized savings). In the second phase of the implementation of the Law, the mode by which pensions are financed changed from a state-only system to a combined (private and public) system. With the intention of implementing the reform adequately and efficiently, bodies were established by means of which pension insurance can function while respecting the legal provisions on which it is based.
