The establishment of diplomatic relations has begun by the desire of states to establish strong relationships that give them a sense of security. Diplomatic relations are defined as official relations between states. In order to establish diplomatic relations between states, they should be mutually recognized, and recognition is a political act with legal consequences. The main goal of diplomatic relations through diplomatic action is to create a positive atmosphere, to establish consensus with others and to achieve national benefits. In the Vienna Convention on Diplomatic Relations, diplomatic relations are governed by customary law. The Vienna Convention has transformed the general customary right into the agreed written form and became one of the most important written regulations regulating diplomatic relations. The most important bodies representing the state in foreign policy, without special power of attorney, are the head of state, prime minister, minister of foreign affairs headed by the Ministry of foreign affairs, and sometimes the government as a collective body. In order to be able to perform their tasks more easily, diplomatic representatives enjoy certain privileges, primarily immunity from justice, personal inviolability, freedom of movement, exemption from payment of all taxes and fees of the recipient country.
