Abstract
Važnost javnog mnijenja i informiranosti građana u stvaranju jedinstvenog europskog tržišta, Europska komisija (EK) potvrđuje tijekom protekla četiri desetljeća prikupljanjem, obrađivanjem, analiziranjem i objavljivanjem podataka o javnom mnijenju svih članica Europske unije (EU). U postupku ispitivanja javnoga mnijenja primjenjuju se mjerni instrumenti primjereni za prikupljanje stajališta o točno određenim temama, a znanstveno i stručno provjereni u prethodnim istraživanjima. Ispitivanja javnog mnijenja usmjerena su prema aktualnim temama u EU-u kao što su, primjerice, europske integracije i europske politike ili socijalna pitanja. Premda je temeljni cilj Europske komisije prikupljati saznanja o procesu europskog ujedinjenja, anketnim istraživanjima koje provodi Eurostat (ES) kao istraživački ured Europske komisije, uspostavio se istraživački sustav za utvrđivanje učinka provedenih politika na stajališta građana EU-a prema politikama i ustanovama EU-a koje ih oblikuju i provode. Eurobarometar je metodološki instrument i istraživački mehanizam koji Europska komisija (EK) primjenjuje kako bi doznala stajališta građana o aktualnim, društvenim, političkim, ekonomskim ili tehničkim problemima i terminima. Informacijska vrijednost Eurobarometra (EB) raste tijekom godina njegove primjene budući da, istraživanja koja se provode dva puta godišnje, generiraju veliku količinu reprezentativnih i usporedivih podataka. U siječnju 2005. godine Republika Hrvatska (RH) je po prvi put uključena u istraživanje Eurobarometra čime je uvrštena u metodološki okvir Eurostata kao krovne istraživačke ustanove Europske komisije zadužene za utvrđivanje prihvatljivosti i „učinkovitost“ politika EK-a na zemlje članice. Slijedeći takvu strategiju Eurostata, u ovome završnome radu istražuje se i analizira uloga Eurobarometra u procesu europske integracije s naglaskom na njegove metodološke temelje i primijenjene mjerne instrumente. U analiziranju fenomena Eurobarometra proučeni su primjeri upitnika iz 2017. (br. 87) i 2019. (br. 91), kojima su prikupljani podatci za članice EU-a te karakteristike uporabljenih mjernih instrumenata.
Abstract (english)
The importance of public opinion and informing citizens in the creation of a single European market has been confirmed by the European Commission (EC) over the past four decades by collecting, processing, analyzing, and publishing public opinion data from all European Union (EU) members. In the process of public opinion polls, measuring instruments are used that are suitable for gathering views on specific topics, and scientifically and professionally verified in previous research. Opinion polls focus on current events in the EU, such as European integration and European policies or social issues. Although the basic goal of the EC is to find out about the process of European unification, surveys conducted by Eurostat (ES) as an EC research office have established a research system to determine the impact of implemented policies on the attitudes of EU citizens towards EU policies and institutions. The Eurobarometer is a methodological instrument and research mechanism used by the European Commission to find out citizens' views on current, social, political, economic or technical problems and terms. The information value of the Eurobarometer (EB) increases with the number of years of its application, as surveys conducted twice a year generate a large amount of representative and comparable data. In January 2005, the Republic of Croatia (RH) was included for the first time in the Eurobarometer survey, which included it in the Eurostat methodological framework as the EC's umbrella research institution in charge of determining the acceptability and "effectiveness" of EC policies to member states. Following such a strategy of Eurostat, in this concluding paper the role of Eurobarometer in the process of European integration is investigated and analyzed with an emphasis on its methodological foundations and applied measuring instruments. In analyzing the phenomenon of Eurobarometer, examples of questionnaires from 2017 (Nos. 87) and 2019 (Nos. 91) were studied, which collected data for EU members and the characteristics of the measuring instruments used.
