Abstract
Primjena tahografa u cestovnim motornim vozilima ima višestruko pozitivno značenje i pozitivne posljedice. Tahografski uređaj omogućava praćenje rada vozača s obzirom na više značajnih kriterija poput trajanja upravljanja vozilom, prijeđenog putu, brzine kretanja, vrijednosti i učestalosti usporenja i ubrzanja vozilom, kao i vremena odmora tijekom izvršavanja radnih zadataka. Neprekidno upravljanje motornim vozilom kod vozača ima za posljedicu pojavu nepažnje koja može biti uzrokom teških posljedica za sigurnost svih sudionika u prometnom sustavu. Doprinos tahografskih zapisa o radu vozača ne ogleda se samo u praćenju njegova rada, poštivanju zakonskih propisa u pogledu radnoga vremena, obveznim odmorima tijekom radnog dana, već i u značajnim mogućnostima prevencije prometnih nesreća u cestovnom prometu. Broj sudionika prometnih nesreća u kojima sudjeluju vozila registrirana za obavljanje djelatnosti prijevoza roba i putnika nije velik, u prosjeku je oko 10 %, ali nesreće u kojima sudjeluju takva vozila često završavaju teškim ozljedama. Zbog navedenog u državama članicama Europske Unije pokrenuta je aktivnost za smanjenje broja i posljedica prometnih nesreća koje izazivaju i u kojima sudjeluju mobilni radnici. U prilog tome govori i činjenica da živimo u „desetljeću akcije“ (2011. - 2020.), koje je u okviru Ujedinjenih naroda proglašeno „desetljećem smanjenja broja smrtno stradalih u cestovnom prometu“ i koje promiče cilj stabilizacije i smanjenja broja žrtava na cestama.
Abstract (english)
The usage of tachograph in the motor vehicles has multiple positive meanings and positive consequences. A tachograph device enables monitoring a driver's activity due to many important criteria such as speed, distance, velocity, frequency of slowing down and acceleration of the vehicle and the resting time while performing work activities. Constant driving without taking a rest can cause inattention which can lead to severe consequences for all traffic participants in a traffic system. Benefits of tachograph records are visible not only by monitoring driver's work, his compliance with legal regulations due to working hours and compulsory resting time, but also in possibility of prevention car accidents in the road traffic. The number of participants in car accidents among vehicles registered for transport of goods and passengers is not that high, on average of 10%, but the consequences can be very serious. All things considered, the EU member countries initiated the activities in order to reduce the number and the consequences of car accidents caused by mobile workers. We live in the “Decade of Action for Road Safety” (2011-2020) and as a way of supporting those activities UN declared this decade as a decade of reduction of the number of traffic related deaths which also promotes the goal of stabilization and reduction of the number of traffic related deaths on roads.
