Merit (eng. merit – merit, value) is an expression that belongs to the Anglo-Saxon tradition, and we associate it with public service, public tenders and classification in public administration. It strives to achieve goals such as: establishing objective evaluation criteria, conducting aptitude tests during employment, developing a schooling system, and limiting the arbitrariness of political officials in hiring, firing, or assigning officials. The principle of equal availability of services to all citizens is realized through the implementation of a public tender and prevents the granting of jobs based on political or personal loyalty. It was established in England around 1850. The public tender process has several stages, and the following techniques are used for the best selection of candidates: testing, interview and psychological testing of candidates. Even in the case of promotion, the official must meet the criteria of the vacant position, and a selection procedure is carried out to select the most suitable candidate.
