In order to process the quality of the impacts on the establishment of the energy savings market in the Republic of Croatia, it was necessary to study the current schemes for establishing directives relating energy efficiency obligation scheme, for EU Member States. After the legislative and regulatory framework was processed next step were identification of energy savings trading potential. Current potential of energy saving on market is calculated, ie the required energy savings in correlation with possible financial expenditures to achieve these savings. The following is the possible development of markets for energy savings. As the first parameters were calculated unit prices of energy savings for more energy efficiency measures in order to obtain an indicative price at which some energy efficiency measures can be installed on the market, in order to show the real cost of the measures. As a second parameter, energy savings market schemes were developed, which describe the method of calculating energy savings over the years, in order to show the impact of savings calculation on the required total savings obligation. As a third parameter, different ways of using energy savings are described to show how the ways of using savings affect the total savings that can be achieved during the life of the measure, as well as in the observed ten-year period. In order to ensure the self-sufficiency of energy savings and investments in them and monitoring, various ways of monitoring energy savings are discussed, as well as new participants in the co-financing of energy renovations. One of the new models of co-financing is co-financing by energy suppliers, as well as the possibility of trading in CO2 emissions caused by energy savings, which would further increase interest in investing in energy savings. The financial viability of the economic analysis of the introduction of energy savings market, estimated annual investment to achieve the objectives of energy savings under different models, and estimates of revenues and expenditures in comparison with the current system FZOEU. In conclusion, three ten-year scenarios were processed, in which different possibilities of trading energy savings were described, as well as the calculation of energy savings, where it is clear which scenarios to a greater or lesser extent contribute to increasing energy savings and investments needed to achieve them.
