This paper explores the efficiency of public administration bodies in the Republic of Croatia in collaboration with NGOs as the most common form of organizations within the nonprofit sector. The focus is on analyzing communication between these sectors at various levels of government and assessing the efficiency of this cross-sector collaboration. The key hypothesis of the paper is: "Public administration bodies effectively fulfill their legally defined obligations within their operations with the nonprofit sector." Through research conducted during 2018, it analyzed how public administration bodies fulfill their obligations towards NGOs as recipients of non-repayable funds through public calls and tenders. The results showed that the majority of public administration bodies responded promptly to inquiries, with 85% of responses received within deadlines and 79% of these responses arriving within one day. Although 15% of responses that never arrived were identified, the analysis indicates that the paper's hypothesis remains valid. The fact that the majority of public administration bodies fulfill their obligations, despite minor exceptions, points to the efficiency of their collaboration. This paper also analyzes the institutional and regulatory framework for NGOs in the Republic of Croatia and explores how public administration bodies approach cooperation with the nonprofit sector. The paper highlights how NGOs must rigorously meet criteria to obtain funds, while public administration bodies do not always consistently apply their own regulations. The contribution of this paper sheds light on the specific dynamics of cooperation between public administration bodies and the nonprofit sector, providing insight into the efficiency of this cross-sector collaboration despite some minor challenges. The research confirms that there is room for improving communication and efficiency in this collaboration. Recommendations arising from this paper include enhancing the supervision and accountability systems of public administration bodies and improving coordination between sectors to ensure transparent funding for programs of general interest and enhance cooperation between nonprofit organizations and public administration bodies.
