The central theme of this paper is the possibility of optimizing the human resources of the Transport Sector within HŽ Infrastruktura d.o.o. as an opportunity to increase the company's efficiency and optimize work processes, which will ultimately bring financial savings. Previously implemented restructuring after the establishment of HŽ Infrastruktura d.o.o. they created a large and sluggish company whose operations are of key importance for the traffic of the Republic of Croatia and the European Union. The fundamental acts of the organization after its creation predicted an optimal organizational structure in a certain period of time, but such an organizational scheme is no longer effective or profitable. Analyzing the organizational structure at the present moment as well as the implemented changes, there is still a lot of room for business optimization, especially in the segment of human resources in the Transport Sector. By comparing the organizational structure of international railway companies created in the same historical environment and operating in the same area under the same conditions, we wanted to show how it is possible to implement certain organizational solutions that will lead to business optimization in terms of performance, which will be directly reflected in the financial aspect. HŽ Infrastruktura d.o.o. is owned by the Republic of Croatia, is financed from the state budget and represents a segment of the economy that is a public good and of public interest. By optimally setting up the organizational structure in accordance with the business conditions on the market, that is, at a given moment, it is possible to achieve that the company from the status of a loser becomes a "winner" company. The paper tried to show the optimal organization for a company operating in the public sector and how it is possible to reduce costs in this way. The main proposal is the implementation of a shallow organizational structure, thus reducing the number of levels at which decisions are made. By implementing a shallow organizational structure for the entire company, the system would be accelerated, which would work much more efficiently. Looking at the organizational structure, the optimal organizational structure is the one that is appropriate at a given moment and reflects the time in which the company operates.
