Internal European market begins on the basic idea about community market where no barriers in mutual exchanges of goods, services and people, and creating such market is allow that the European union become the first World power, and that in front of the USA, China and Japan. The European Union as the leading world importer and exporter making common comercial policy using different instruments of which the most important are: external tariffs, mechanisms to perfect trade and regulations of trade barriers. Common commercial policy is the most developed external policy of the European Union, which determined bilateral relations between Union and the third countries, and also her status in multilateral organizations. With the general objectives such as stimulating of economic development, high employment and competitiveness, and environmental protection, the basic objectives of common comercial policy includes development of the world trade, gradual seppression of restrictions on international trade and reduction of customs barriers. The trade policy of European Union regulating trade relationships with non–member countries and it's in full competence of EU, meaning that EU countries, so that an Republic of Croatia, can't independently make new regulations or concluding international trade agreements. The European Commission is responsible for negotiations with trade partners, while the European Parliament and the Council of Ministers have Legislative authority.
