Because of the environmental preservation measure from the Kyoto protocol, and the "20-20-20" goal proposed by the European Union, investments into renewable energy source projects are increasing, among which are the photovoltaic power plants. With the technological development, rising prices of electrical energy and the development of the photovoltaic marketplace, many countries (California, Italy, Spain and Germany) have reached grid parity and made a trend of self- consumption. Self- consumption represents the ability for a consumer- supplier with the photovoltaic system installed to settle his own consumption from his own drive, meaning green energy. Furthermore, self- consumption helps the whole power system by unburdening the power grid and not going in a politically, economically and ecologically unacceptable direction of banning production from renewable sources due to reaching the limits for renewable sources. The net metering and net purchase and sale models have enabled this development, enabling the consumer-supplier to economically disperse his own production and consumption. The stimulus model for photovoltaic power plants in Croatia is the model of Feed in Tariffs, whose amount of incentives marks a rapid fall, and as a clear solution for future investors it is important for Croatia to see the potential of the stimulus model of net purchase and sale, and the payoff model of net metering for the development of self- consumption.
