This specialist work is primarily a historical and a problem overview of network neutrality and a legislation overview that is relevant to the question of network - European regulatory framework from 2009 and its implementation in Croatia. In addition to the Regulatory framework this work names the states which have implemented stricter regulation into their laws of network neutrality due to certain changes in the electronic communications market. The paper shows how Croatia has introduced through subordinate legislation regulations which strengthen transparency for end users and the regulations concerning the quality of service, that are currently sufficient tool to protect the network neutrality in Croatia. All this is an introduction to the initiative of the European legislator since September 2013 for the regulation of network neutrality, in order to ensure the openness of the Internet and to avoid the fragmentation of the market caused by the measures and regulations adopted by the member states. Since the Republic of Croatia is EU member, it has participated in the process of harmonization so this paper presents an analysis of the regulations and procedures of enactment of Regulation (EU) 2015/2120. To analyze the "readiness" of the electronic communications market of the Republic of Croatia for the regulations mentioned above, this paper shows the current status of the same, as a result of the conducted survey among operators in Croatia.
