This thesis presents the development of a device for collecting meteorological data with the help of a weather balloon. The development of the concept requires selection of the necessary sensors, microcontroller, and the design of a printed circuit board. The microcontroller receives data from all sensors normalizes the read data, saves it locally on the SD card, and sends it back to the Earth using a LoRaWAN transmitter. Thanks to the widespread LoRaWAN network from The Things Network organization which contains over 21600 receivers across the Earth, the device can be deployed any were in the world and one of the 21600 LoRaWAN receivers in The Things Network will most likely receive the data. Data reception is done via other LoRaWAN radios thus avoiding the need to designing a ground reception station, therefore, making the device price lower. Due to a pressure drop, volume of the balloon increases, and at altitudes between 20 and 30 kilometers, the balloon bursts, and the device falls to the ground. In order for the device to be reusable, it is important to ensure that the device can be located after a fall. Although weather balloons are the cheapest way to measure and collect meteorological data in the upper atmosphere layer it is still important to ensure the lowest possible cost of the device, especially when there is a possibility that the device will be never found after it falls back to Earth.
