With the development of the rule of law comes the need to establish a special legal control mechanism in order to be able to provide satisfactory broad legal protection in the field of administrative activity. Thus, already with the development of modern states, the understanding prevailed that the judiciary, partly because of its expertise, partly because of its organizational independence from the administration, represents a suitable form of legal control of the administration. The most significant form of judicial control is certainly the one that is realized within the framework of an administrative dispute. An administrative dispute is a form of judicial control of the legality of the work of public law bodies. In the Republic of Croatia, judicial supervision over the legality of the administration's work is ensured in administrative disputes conducted by specialized administrative courts. There are 4 first-instance administrative courts - the Administrative Court in Zagreb, the Administrative Court in Rijeka, the Administrative Court in Split and the Administrative Court in Osijek, and the second-instance High Administrative Court of the Republic of Croatia. In my paper, I will discuss the jurisdiction and composition of the court, what can be the subject of an administrative dispute, and I will describe the procedure of the first-instance administrative dispute itself. From the filing of the lawsuit to the adoption of court decisions.
