People with mental disabilities have been treated with a segregated approach to care, often being placed in mental institutions. For the first time in history, the rights of people with disabilities, including mental disabilities, were recognized and integrated in to the United Nations Convention on the Rights of Persons with Disabilities, 2006. As part of the initiative to integrate people with mental disabilities into mainstream society, who have the right to recognition everywhere as persons equal before the law, enjoy legal capacity on an equal basis with others in all aspects of life, and deinstitutionalization is taking place, to allow them full participation in society. Croatian government has undertaken a number of obligations in order to create social policies, introduce changes to legislation and to promote the rights of people with mental disabilities, but who requires even more effort to change and adapt, to stopped violating the rights of people with mental disabilities.These issues do not only concern those that they directly impact, namely people with mental disabilities, but they impact all of us. As a society in the twenty-first century, it is a poor reflection on our advancement to have many of our own citizens discriminated against and treated with prejudices at many levels.
