In this paper, the author will analyze the most sensitive and vulnerable group of children, namely children with disabilities or children with developmental difficulties. We often refer to them as “invisible“ rights. We can say that children with developmental disabilities do not have the same rights as other children who do not, and they should be seen as equal members of the community in all aspects of life, such as civic, social, economic and political rights, including participation in decision-making. Children with developmental disabilities are defined as children with physical and mental developmental disabilities whose right to a dignified life is guaranteed by the Constitution of the Republic of Croatia and the Convention on the Rights of the Child. The Convention on the Rights of Persons with Disabilities guarantees them special protection and all human rights and fundamental freedoms, just like any other child. It is the duty of every state that has signed the aforementioned international agreements to fulfill the assumed obligations and protect the rights of children, who are the most vulnerable in society. The Republic of Croatia, as a signatory to the aforementioned agreements, has undertaken to take all measures to enable children with developmental disabilities to enjoy all human and children´s rights on an equal basis with other children.
