This work is facing the fact about possible reorganization of existing system of local and regional self-government in the Republic of Croatia. The science and profession have generated numerous scientific and professional articles, hundreds of studies, held meetings, but there is no general agreement on the need to reform the system. Starting from the function of local and regional self-government in the Republic of Croatia, the legislative framework that systematizes various questions, principles, domain of tasks, the experience of self-government in some EU members, where I have made a comparative review of some countries that have lessons which can serve us as a guidance of development in the future. The problems and its possible solutions are addressed because the territorial structure of croatian local and regional self-government is characterized by complexity, lacking stability, imbalance, lacking efficacy and poorly developed potentials in the chapter of the process of local and regional self-government. We can not surely predict if the necessary changes will occur and when since they depend on the politics and the leaders are mainly expected to agree on the change of existing situation. The one thing is sure, they are supposed to serve to implement serious social goals and aim to improve the quality of public services.
