Foreign policy activities are performed by a special type of civil servants. They are international officials who operate on behalf of the international organization towards the other subjects of international law. These servants operate within the United Nations, the European Union, NATO and other international organizations. Their postition is based on contracted law and their only occupation is the work that they are performing in the international organization. Diplomacy is dealing with the realtionship between the two countries or between the country and the international organisation. Diplomacy represents management of state affairs in the field of foreign policy through official persons. Those officials are reffered to as diplomats. They perform their functions in diplomatic missions and consular offices. They represent their country but in the contemporary world they can also represent an international organization. During the performance of their duties, they enjoy absolute immunity unlike the international officials who only have functional immunity. A special kind of civil servants are employed inside of the institution of the European Union. They are divided into two categories: on permanently employed officials and on temporarily officials and on the employees that are under a contract in the EU institutions. Personnel selection in these institutions is in charge of the European Personnel Selection Office whose task is to conduct an application and in that way to create a list of candidates who would, according to their expertise and knowledge, match to the employee staff required by the institution. Employees in the bodies and institutions of the European Union are hired through an open application which ensures equal treatment and equal approach to all candidates.
