The topic of this diploma thesis is the analysis of the legal position of consumers and consumer protection during the COVID-19 pandemic. This thesis begins with a brief overview of consumer protection within the Republic of Croatia, which is then followed by a review of relevant legal regulations, basic concepts and an overview of rights of the consumer as the weaker party in consumer relationships. The outbreak of the COVID-19 pandemic has significantly changed the circumstances related to consumer relationships, which is why the paper presents solutions for the consumer protection in case of extraordinary circumstances. Special attention has been given to a selected problems that the COVID-19 pandemic has caused to number of consumers around the world. Since the existing legal solutions are not adequate enough to address the problems caused by the COVID-19 pandemic, it is necessary to adopt effective measures to resolve the severe consequences of the COVID-19 pandemic. Within this context the paper considers the measures taken by institutions and the Member-States of the European Union during the COVID-19 pandemic to protect consumers during these difficult times. The paper also presents the consumer protection measures adopted in the Republic of Croatia during the COVID-19 pandemic.
