At the very beginning of this paper, the emergence of local self-government in the Republic of Croatia through historical periods and the need for the introduction of territorial regions are presented. One of the units of local self-government is the city of Vrgorac, whose self-governing scope, status and structure are the main topic of this paper. The paper explains in more detail the bodies of the City of Vrgorac, the working bodies of the City Council and the administrative bodies of the City. The principles by which they govern are also explained. All legal acts of the city of Vrgorac are listed, and the most important act which regulates the organization of the city is the Statute of the City of Vrgorac. The City of Vrgorac independently makes decisions on matters within the scope of self-government that are in accordance with the law and the Constitution of the Republic of Croatia. The City of Vrgorac, within its self-governing scope, enables the performance of activities that will ensure the daily needs of citizens. The publicity of the work of city bodies, as well as the direct participation of citizens in decision-making is the last topic that is explained in this paper.
