In medieval Dalmatia, public authority directly influenced the behavior of its inhabitants by prescribing statutory rules. It thus encouraged or prohibited certain behaviors that significantly affected the quality of life of residents and public health. In the first statutes, less but after the penetration of the plague into our area, provisions from the competence of public health are prescribed more and more extensively. In the municipal statutes we find regulations that directly relate to public health. Provisions on plague protection measures, the implementation of sanitary measures such as a ban on keeping pigs, a ban on throwing away dirt or a ban on smuggling infected goods are common regulations. From health professionals we find doctors from various European universities coming to Dalmatia in the 13th century. In addition to doctors and pharmacists, there are communal barbers. The arrival of educated doctors does not mean that communal barbers have lost their jobs. Each of them did a certain part of the work in their field. They acquired their education by apprenticeship with another barber. Indirect public health provisions found in the statutes are provisions on the preservation of drinking water, provisions on the sale of fish and meat, provisions on keeping pigs, exposing citizens to unnecessary stress, provisions on the quality of baked bread, herbalist and prostitute. Quarantine is the process of isolating people, goods, and animals in a certain area if they are suspected of being infected. Isolation as a preventive measure was known even before quarantine, but the Republic of Dubrovnik in 1377. with great innovation she managed to maintain trade flows and protect herself from the plague by establishing the first quarantine on the island of Mrkan. The biggest public health problems that plagued the inhabitants in the Middle Ages were the plague of leprosy and malaria.
