The topic of this paper is APN subsidized housing loans in the Republic of Croatia, the purpose of which is to work on improving the demographic renewal of society, as well as work on reducing the large number of emigration of young people and families. They are intended for citizens residing in the Republic of Croatia, in order to buy or build their first real estate, house or apartment, or to build a house that has a use permit with a stamp of validity, and its price including VAT per m2 does not exceed an amount greater than 1,500 EUR .00 in kuna equivalent according to the exchange rate of the Croatian National Bank. The basic conditions are that the applicant is a person younger than 45 years old, does not own a house/apartment and that his spouse or common-law partner/partner (if any) also does not own a house or apartment that meets the basic hygienic and technical conditions for living, that is, they are not in a usable state. The mentioned loans are granted to citizens (with creditworthiness) in credit institutions, banks, with which APN previously concludes contracts, after a tender. The maximum 100,000.00, and the repayment term is from 15 to 30 years. The subsidy is paid from the budget of the Republic of Croatia, and in the percentage of 30 to 50% (specified depends on the development index of the municipality) of the amount of the monthly annuity for a minimum of 5 years for all beneficiaries, then one year for the current child and two years for each future newborn child.
