A crisis is a deep, pervasive disturbance in the life of an individual and a community with strong and more or less severe and lasting consequences. A crisis situation is a serious incident that affects the safety of people and the environment. A crisis situation is marked by loss, so it penetrates deeply into a person's integrity, especially if he was not ready for it. Earthquakes are crisis situations that are most often defined as short-term soil vibrations caused by rock collapse, magmatic activity or tectonic disturbances in the lithosphere and partly in the Earth's mantle, and the strength is measured by the Mercalli - Cancani - Seiberg scale. There are twelve degrees of earthquake. The Richter scale indicates the seismic energy resulting from an earthquake and has a magnitude of 1 to 10 degrees. Seismology, a branch of geophysics, studies earthquakes. The strength of the seismic impact depends on the depth of the hypocenter, the distance of the epicenter, the characteristics of the soil, the strength of the structures of a particular area and the like. There are more than a million earthquakes a year on Earth, mostly imperceptible to the human senses. Only 20-30 earthquakes a year cause human casualties and greater material damage. In the territory of the Republic of Croatia, seismic activity zones are not numerous and are mainly related to the area of the Croatian - Slovenian border, the area of Dubrovnik and the islands in the immediate vicinity of Dubrovnik and the Slavonian mountains. All earthquakes in the Republic of Croatia are classified as shallow earthquakes. The capital of the Republic of Croatia, Zagreb, was hit by several hundred earthquakes in the period from March 22 to April 14 this year, of which the most devastating magnitude 5.5 according to Richter was the first, on March 22 at 6 hours and 24 minutes, which caused huge material damage throughout the City, especially in the center itself, and took one human victim. The subject of this paper are the methods and systems of safety management during earthquakes in the area of the City of Zagreb. The topic will be discussed on the example of the first earthquake that hit the City of Zagreb in March this year.
