The concept of international security means a condition in which country or countries have no fear of aggression or threat to national interests, society, state territory and state institutions, by other states. International security system comprising the national, multi-national and international level, and should thereby constitute the type and grade of security guarantee. Balance of international peace and security is based on the strengthening of institutions with different tasks, the development of political and military cooperation between states and the creation of mechanisms to prevent conflicts between and within states. With the advent of new political interest will be subject to new forms of articulation of political relations between the state and the political process within them. Also with the state comes to the appearance of new actors on the trans-national and sub-national level by putting international security against new challenges. Instability, terrorism, conflicts and military threat themselves back into the focus of international security, which certainly requires appropriate response states and institutions of the international community to the threat and use of force at the beginning of the 21st century.
